A bill was introduced that threatens the lives of cats in Charleston, West Virginia. Bill No. 7598 essentially mandates that all cats be kept indoors. With this deadly law in place, all feral cats and other outdoor cats “at large” would be subject to impoundment and could be killed.

The proposed law would also create a pet limitno one could have more than three cats over the age of six months. Limit laws are dangerous for feral cat caregivers when they care for more cats than a person can “own.” Feral cat caregivers are not the cats’ owners and should not be punished for their volunteer work.

Instead, Charleston should simply support Trap-Neuter-Return: the humane, effective approach to feral cats.
