The Companion Animal Protection Act (CAPA) would save countless lives in Florida by putting in place rules that would deter shelters from “euthanizing” (i.e. killing) animals when there are other options available. Right now CAPA is a pair of proposed bills, HB 497 and SB 1234.

Florida Residents: Act Now–ask Florida elected officials to support CAPA.

CAPA is designed to refocus the shelter system on the goal of saving animals. If CAPA becomes law, it will reduce the number of cats killed in shelters by requiring the shelters to offer animals to rescue groups and organizations before killing them. CAPA would also encourage shelters to pursue Trap-Neuter-Return (TNR) for community cats instead of killing them.
