Great news for cats and their caregivers in Virginia! The Virginia Office of the Attorney General has clarified their 2013 opinion on Trap-Neuter-Return (TNR), emphasizing that private organizations are allowed to engage in TNR under state law.

The letter written by G. Timothy Oksman also retracts a November 2013 letter by the Opinions Counsel that misinterpreted the Attorney General opinion and falsely claimed private organizations could not engage in TNR. Some opponents of TNR used that letter to spread misinformation. Keep the Oksman letter handydon’t let anyone tell you TNR is illegal.

The Attorney General’s clarifying statement affirms Alley Cat Allies’ original interpretation of the 2013 opinion. Now, there is no confusion: Virginians are still free to carry out TNR for community cats!
